Assume you refer to a roof gutter down spout. It would "climb" the down spout though you may have to either remove the angled fitting at the base or assist the movement of the jetter hose around the inner edge of the bottom fitting. Ensure that the water supply flow rate is at the required level. Since the nozzle and hose would be working vertically, you would not have the Advantage of a flooded "pipe" that usually eases the movement of the hose along the pipe.
Gravity will force all liquids and solids to fall away to the ground. If drain pipes are open at bottom, then push down. If pipes are connected to storm sewer then push debris up. You could remove the old quick release by wrenches. If failed, it means your quick release is glued.
